Health/Safety

It was agreed at the outset of the meeting that a number of documents relating to the H&S Management System, which had been forwarded by email to the Operational Committee for discussion and agreement, would be given priority.

  • Draft bus evacuation procedure
  • RTP Safety Management System Training Requirements and CPC requirements
  • Draft transporting children
  • Worked example no 2 of manual handling assessment form
  • Unacceptable behaviour Worked example no 1 of manual handling assessment form 9
  • New Internal Audit Forms x 2.

Members of H/S new Sub Committee 8 nominations had been received and accepted

Actions / Recommendations

As part of the SMS, a consultation process with representatives of the RTP Groups is required to discuss and agree updates/changes to the SMS.

The Meeting agreed, that in light of the legal concerns associated with the SMS and the process that was outlined from the Steering Committee, it would be premature to discuss and agree the updated documentation, as it was mooted that a number of the issues addressed in the documentation for discussion, such as children travelling and emergency evacuation, were identified as issues of concern.

To support the action, the Meeting proposed the following:All the documents for discussion at the Operational Committee Meeting would be forwarded to James O’Donoghue for review to support the identification of legal issues/challenges.

Terri was proposed as a representative of the Operational Committee to attend the Policy Committee Meeting where H&S issues would be discussed. This would ensure continuity and linkage between the Committees and also provide background information and H&S experience to support the discussions.

Terri to inform the new members, and the first meeting to take place Wed 8th Dec 11-0am to 1-0 pm.

A representative of Health and Safety Authority (HSA) should be invited as a member of the H&S sub-committee

It was noted that South Kildare had used the new RTP Logo on 2 buses and it was very impressive. Noel is to contact South Kildare for a photograph of the bus for distribution to all RTP Groups.

Branding

The RTP Branding package was issued on August 20 from Pobal to all RTP Groups on a disc, accompanied by a cover letter, for discretionary use for advertising, promotion and vehicle livery at local level

The Letter and Branding package issued from Pobal will be endorsed by the RTN through email to all RTP Groups.

Actions / Recommendations

Charter

This Agenda was not discussed and will be brought forward for discussion at the next Meeting

Tendering

A Tendering process for sub-contracted private operators post 2010 was briefly discussed

Actions / Recommendations

The Meeting was advised that if the RTP should enter an Interim Phase in 2011, a Tendering Process would not be implemented. An Addendum to existing Contracts would be issued by the RTP Group to sub-contracted operators. However, an individual RTP Group could re-tender routes and services if a decision is made to do so but value for money and added costs must be taken into consideration.

RTP Groups will be advised as soon as confirmation is received by Pobal from the Department of Transport in relation to the Rural Transport Programme 2011.
